President"s Message
The year of 2010 was of great significance not only to China and Shanghai but also to the development of the Shanghai Institutes for International Studies (SIIS). Following a successful Olympics at Beijing in 2008, China hosted a thriving, splendid and memorable World Expo at Shanghai. While welcoming guests from all over the world, China and Shanghai’s international influence continued to grow. The steps of the rising of a big power became firmer. Being a think-tank located in Shanghai, we shared its glory. We firmly seized the historical opportunity provided by the Shanghai World Expo and devoted ourselves to the Expo. While serving for China’s overall foreign policies and Shanghai’s social and economic development, we celebrated the 50th anniversary of the founding of SIIS with sweat and wisdom, and the joint efforts of every colleague of SIIS.
In 2010, the development of the international situation exhibited segment characteristics, repetitiveness and vulnerability especially in the period of transformation of international relations. The international relations entered into a period of adjustment and adaptation. Two years after the breakout of the financial crisis, the recovery trend of the world economy was there. Yet, the sovereign debt crisis in Europe, a new round of quantitative easing monetary policy in the US and the growing signs of protectionism and etc. were still the major obstacles to the world economic recovery. The world economy is already in a bust of a long business cycle, and the economic growth rate slowed down. The balance of international powers still developed in favor of the emerging powers. However, the emerging powers faced an acute conflict between interest expansion and the inadequate capacity of the current system. The cooperation between the emerging powers was constrained due to the low level of mechanization and a weak foundation.
Being the core variable of the historical transition and transformation of the current world system, China has transformed from being pushed to the centre stage of the international politics into a continuous focal point of the international relations in the past two years. The world and the neighboring countries continuously increased their attention and concern on China. The relationship between China and the world entered into a new period of adjustment and adaptation. China’s neighborhood has ushered into an eventful period. The neighboring environment became increasingly complicated. As US stepped up its presence in the Asia-Pacific region, the Asia-Pacific also entered into a new catalytic stage and revealed a situation of diversified participants and diversified interests.
Entering into the second decade of the 21st century, China is confronted with not only a unique historical opportunity but also new issues, new trends and new risks brought by the significant changes of situations and conditions home and abroad. Against the new situation of increasingly complicated environment and the multiplying varieties of conflicts home and abroad, China needs to resolve the challenges brought by mutual identification and adjustment when dealing with external relations. China needs to review its experiences of the opening up and reform, improve the establishment of diplomatic theory with Chinese characteristics, and fully upgrade global strategy, big powers strategy, and multilateral and regional strategies. China should emancipate the mind further, realize the directional transition from utilizing opportunity to creating opportunity, prolong the strategic opportunity of China’s peaceful development as much as possible and create a favorable external environment for the next decade’s development.
In 2010, centering on two tasks: the Shanghai World Expo and the celebration of the founding of SIIS, we coordinated and planned all activities related to research and foreign visits with fruitful achievements. In 2010, our research activities progressed steadily. We adhered to innovation on research topics and theories, as well as theoretical research and applied research together. Guided by the practical concern of China’s foreign policy and Shanghai’s urban development, we take issues-oriented researches to push and expand academic research fields and use the solid project research to facilitate in-depth policy researches. In 2010, our foreign exchange has stepped into a new level again. We organized various receptions and foreign visits, with the opportunities of the World Expo and the celebration of the establishment of SIIS. Political leaders across the world poured in and talked freely. The internationally renowned scholars also made frequent visits to SIIS. Our institutional exchanges with the foreign academic partners also became more intensified and regular.
2011 is the opening year of China’s Twelfth Five-Year Guideline. It is also the year of celebrating the glorious moment of the 90th anniversary of the founding of the Chinese Communist Party (CCP). We will leap on a new level on research innovation, human resource development and the establishment of other institutional mechanisms by studying China’s Twelfth Five-Year Guideline in detail and combining with our ten-year development plan.
