On Jan.29th, Dr. Xiao Lin, Director General of the Development Research Center of the Shanghai Municipal People’s Government (DRCS) visited SIIS. He delivered a speech on the interpretation of the Fifth Plenum of the 18th Central Committee of the Chinese Communist Party. Dr. Xiao also presented the new idea and strategy for further development of Shanghai during the Thirteenth Five-Year-Plan. President Chen Dongxiao moderated the speech.
